For 18x9.5 fitment a +34 will work well in the rear with a tire of about 155mm - 265mm in width. The front will take about a +30 or slightly more or so with the same tires.
A +45 offset is pretty big for an EVO. You're probably going to run into caliper clearance issues with that offset unless spacers are used.
