Different ROM ID's have slight changes throughout the ROM. Most people only alter the fuel/timing/rev/launch limiters. If those are matching an otherwise stock ROM, you can say it is safe to assume you've got a stock tune in the car.
That doesn't mean it wasn't flashed previously however...
