achieving 400hp/400ft.lb torque

hello im new to this site, i just got back from iraq and found the evo IX mr edition i have been wanting the whole year i was gone. So i found a nice one with some small mods, basically the usual, cold air intake, downpipe, test pipe, and cat back exhaust. I own a subaru wrx sti thats pushing 400hp flywheel and the biggest upgrade i believe was the cobb stage 2 access port, i was wondering with a smaller displacement motor is there more that needs to be done to the 4g63 to achieve 400hp. I also would like to keep the torque numbers fairly close to the hp numbers, So any of u experienced guys got a good combo to achive these numbers im all ears, all help is appreciated

do basic bolt ons and a CBRD BBK turbo and get a good tuner who knows how to work ecuflash. Maybe even some alky injection if your not going to run a bigger turbo.
