Best upgrade path for 400hp?

hey all, Im a newbie to evos but I owned an 95 eclipse gst with a 16g turbo, and currently own a 2000 mustang GT.

Im looking to get back into the boost scene, so im considering getting a 2003 cobra terminator or a 2005-6 lancer evolution.

My question is, considering I get a completely stock 2005 evo, what upgrades would I have to perform to reach close to 400hp?
can this be done without touching the engine internals?

this is what I was thinking:

Intake
larger turbo
bov
o2 housing, downpipe, high flow cats muffler
tuner...
??

what else should I add to the list, its been a long time since I worked on my eclipse and I kinda lost the feeling of turbo cars having worked on the v8 for the past year.

You wil need:
TBE
intake
FMIC
Fuel Pump
Cams
IC piping
Clutch
Plugs
BOV
and a good tune will get you close.
Step up to a evo 9 turbo or a BBK or FP green or red and you will def be in or over that range.

And then you can walk most bolt on terminator cobras gotta love AWD, 26mpg, and a 4cyl!
