I have a 03 evo and my engine light is completely out. I check all the fuses and most of the wires. I looked in the back of instrument cluster which by the way is not easy not get out haha. Yeah I need it for inspection and emission have any ideas?

What has been done to the car? If there is a tune they might have disabled it to not be anoying the driver with that light constantly on. Do yourself a favor and search ebay for a cd version of the service manual, I got mine for $10. With the manual you will have the entire schematic of the electrical system and start testing circuits.

does the bulb need to be replaced? go to the dealer and order the new bulb and then swap it out. It may be a PITA but shouldn't be that bad. the bulb should just unscrew and then you can replace it. Bulb should not cost that much at all.
