New to cars- questions

I'm 16, i live in florida and looking to buy my first car in 3 and half months. My spending range is up to 22,000$. and i like cars alot, love to go fast ,i know how to drive pretty well too i can drive manual easy, i have friends who has a sti, another who has a 03 evo and another who has m3's, gtis they all are pretty impressive to me. i have a few choices besides the evo that im currently looking at such as:
Evo 8, 04 M3, R32- i need advice on those like years and models i can get for my money. What's the best bang for my buck? and where should i look to buy these?

1.also i was wondering if everytime i get a mod installed i do need a tune up aswell and how much do tune ups cost on avg?

2. With 1,000$ to spend on mods or anything on a newly bought car what should i get first?and would it be more practical just to buy mods and have them all installed at once with only 1 tune up to save money?

3.Whats the best way to start learning alot about cars?

4.where should i buy parts? and which brand names are reliable?

Out of the 3 cars you listed, the evo has the most potential at a resonable cost. i smoked all the r32's and m3's i came up against in my evo.

1. some mods its not necessary to get a tune right after, but to maximize preformance you should do a bunch at once and tune or just tune after each major mod.

2. upgrade path can be found in various threads. there are good parts for cheap out there, but some people dont want just the basics. i would get all you basic mods, then install with a tune.

3. start reading tech articles, or reading the faq's on the boards found on the net.

4. Buy parts from vendors and reliable stores, when the time comes ask us and we can point you in the right direction. There are lots of good places to buy from but some places have better deals on certain parts.

Good luck and dont be a dumbass in anycar you get, it will either get you killed or you could lose your license and/or car.
