if you get an eflash then log it and send them the log will they fine tune for your specific car like pdx does for subies?

Eflashing is a new thing, so not everyone offers it, but those who do are able to do retunes based off logs no problem, but you have to discuss the payment options. They may provide the first retune free, but not usually more than one.

for track/autox could you use octane booster so you could run a little more boost?

No, you don't run octane booster - you run race gas with a higher octane. Do not screw around with octane booster.

You also won't need to raise boost for auto-x. You're only in 2nd gear for the most part, so power is not nearly as important as handling. On the road course, the extra power is good. I actually have 4 separate maps custom tuned by Dynoflash: street, drag, auto-x, circuit.

I finally got a hold of a laptop. On to the next step...
Which version of ECU flash do I use? Should I use the most recent (1.30), or an earlier version indended for VIII's and not IX's?

the latest version will be best, they have just continued improving the setup. You will find better features and support available with the newest edition
