No Evo truly "needs" cams. It's just that they are an excellent mod on VIIIs, so it's a very wise mod to do for the money. On IXs, it's a bit more hit and miss, and they don't generally make as much power due to the fact that the MIVEC already manipulates the intake cam and makes a lot of power without even upgrading the cams. By the time you do cams, most IXs are already making a lot of power over stock, so there's not much more to gain on the cams...at least, not as much as you see on VIIIs.

I've just bought a set of GSC 272/272 cams for my '04 VIII. I can't wait to see how they feel once I get a tune.

Yes, you should be retuned after adding cams, but it doesn't have to be "ECU flash." EcuFlash is one type of flashing software that is a good choice to use for getting tuned.

I know this is a revived thread, but it seems that there's some genuine interest in the CAMs. I wouldn't recommend any cam profile below 272. I've seen some amazing stuff locally on Comp 280s. I personally run HKS 272/272, and love em. I also use adjustable CAM gears, which permit me to change CAM timing (not ignition timing) without needing a tune. It just moves my power band around. If someone knows what to do with CAM gears they're definitely worth it. I can adjust my cams for quicker spool with lopey idle or quieter idle with more topend power on the fly with the CAM gears.

Depending on your altitude with TBE, MBC, drop in filter, CAMs, and a good tune 330 awhp at sea level is definitely possible.
