Well the main difference between the evo 8 and 9 is the evo 9 has mivec which is mitsubishi's version of vtec, only on the intake cam though. If stock you will be putting around 230hp and tq to the wheels. With intake, exhuast, fuel pump, a tune and other bolt-ons you will have a good 300hp car for the streets. Don't forget any mod you make you will want to reflash your ecu to get the moset from your mods. Mileage is upto how you drive the car, if your in boost the entire time well your going to get shit for mpg but on a road trip I made I had about 22mpg I do however have an mr which has a 6-speed manual instead of the rs or gsr 5-speed. I don't recommend the mr for the fact that one day the transmission will go out (4th is weak). The evo is a fun car and ask anyone that drives one and you'll hear parises being sung about this car.
