lean air/fuel ratio

i took my evo 9 to be flashed and found out that it was leaning out . This occurs just in the band between 3 and 4000 rpm. adjusting the timing and fuel makes no difference.HELP!

problem solved!!! O2 sensor was not screwed in properly.
