I am about to purchase a GT35R turbo, and i was just wondering if a 24X12X3 intercooler be good enough to keep my charge temps down, or should I go for something just a bit bigger?

Exactly. Size is only one aspect. Pressure drop, it's ability to absorb heat, it's ability to shed that heat, flow rate, construction are all things to consider.
A GT35R is an efficent wheel, it's 25 psi isn't going to be as hot as the stock turbo's 25 psi.
A few things that I've learned;
Tube and fin is lighter than bar and plate.
Bar and plate absorbs more heat than tube and fin, but sheds it slower.
Tube and fin absorbs a little less heat than bar and plate, but sheds it faster.
Pay attention to end tank design; cast endtanks with radiuses flow better than sheet metal with sharp corners.
Tube and fin is stronger and more repairable than bar and plate.

Ok thanks for the input guys. im looking at a bar an plate from TurboXS, but i was also leaning torwads getting the GT-R Drag fmic. Thanks again
