That's the JDM EVO IX rear bumper. It doesn't come on the USDM version, because it requires the removal of the rear crash beam and is therefore does not pass our safety restrictions. Even so, people have purchased/installed these, and they look great. Usually, people get them in group buys, since it costs a lot to buy one solo and have it shipped from Japan. You can do that if you choose, but you just need to find a vendor that offers it. I'm not keen on spending nearly $1000 on a cosmetic part that is unsafe, so I don't keep track of which vendors sell this. Take a look at some of the bigger Evo shops, and you'll probably find it.
